The goal of safety impact is not to establish what is or is not a reasonable level of safety for an automated driving system. Waymo uses its Safety Framework to determine safety readiness according to approval guidelines for a given software release candidate. Additionally, independent analysis of the appropriateness of such a process is conducted through the Safety Case. A safety case is a formal way to explain how an ADS developer determines that its system is safe enough to be deployed on public roads without a human driver. The safety case includes evidence to formally determine absence of unreasonable risk. It involves an explanation of the system, the methodologies and metrics used to validate it and the actual results of validation tests. Conversely, the retrospective evidence provided by the Safety Impact Data Hub serves a post-deployment validation role for the Safety Framework and Safety Case.
